When we conceived Statecraft, we asked ourselves a fundamental question: what would it take to create a simulation that genuinely prepares young leaders for the complexity, ambiguity, and consequence of real-world geopolitics?

The answer was not another committee. It was not another round of speeches and resolutions. The answer was pressure — real stakes, real budget, real public scrutiny, real diplomatic failure.

IIMUN Statecraft is the result of that conviction. Every element — from the live budget system to the embedded press corps to the classified War Rooms — has been engineered to strip away the safety net that traditional MUN conferences provide, and to replace it with something far more valuable: the experience of actually governing under fire.

Governance Framework

Rules of Procedure

IIMUN Statecraft operates under a bespoke set of rules designed for a digital, real-time, consequence-driven simulation. Delegates are expected to have reviewed these in full before the simulation commences.

Article I — Authority & Governance
  • The IIMUN Secretariat holds supreme administrative authority over the simulation at all times.
  • The Secretary-General may issue binding directives, override any Cabinet decision, and suspend a delegation without notice if conduct is found to be in violation of these Rules.
  • The Secretariat's interpretation of any rule is final and not subject to procedural challenge.
  • Staff Officers are empowered to moderate the Feed, approve Directives, and issue procedural warnings on behalf of the Secretariat.
Article II — Cabinet Structure
  • Each of the ten nations is governed by a four-portfolio Cabinet: Head of State, Minister of Foreign Affairs, Minister of Defence, and Minister of Finance.
  • The Head of State has final authority over national strategy and may veto any Directive submitted by a cabinet colleague before Secretariat approval.
  • All four portfolios must coordinate through the private War Room before submitting public Directives.
  • Portfolio reassignment during the simulation requires written petition to the Secretariat.
Article III — Cabinet Directives
  • A Cabinet Directive is the primary mechanism by which a nation takes an official action — military, diplomatic, economic, or legislative.
  • Every Directive is assigned a budget cost by the system. Directives cannot be submitted if the nation lacks sufficient budget.
  • Directives are reviewed by Staff within 30 minutes and either approved, modified, or rejected with a stated reason.
  • Approved Directives are published to the public simulation feed and take immediate effect on the simulation state.
  • A nation may not submit more than three Directives within any six-hour window without Secretariat permission.
Article IV — Budget & Economics
  • Each nation begins with a starting budget assigned proportionally to its real-world economic weight.
  • Budget is deducted automatically upon Directive approval. Deductions are final and non-reversible.
  • Economic Directives — sanctions, trade deals, aid packages — may transfer budget between nations.
  • A nation whose budget reaches zero enters Fiscal Collapse and may only submit diplomatic Directives until an economic recovery Directive is approved.
  • Budget manipulation, exploitation of system errors, or fraudulent economic claims constitutes a serious violation.
Article V — The Statecraft Feed
  • The Feed is the official public communication channel of the simulation. All delegate posts are treated as official government statements.
  • Posts must be consistent with the delegate's nation's established position. Contradiction of official Directives will result in a procedural warning.
  • Personal attacks, obscene content, and real-world political commentary are strictly prohibited.
  • The Secretariat may pin, hide, or delete any post at its discretion.
  • Reaction NPCs may post freely within their assigned persona parameters.
Article VI — Press & Media
  • Accredited media correspondents operate as independent journalists and are not bound by any delegation's positions.
  • Articles published to the Islamabad Times News must be factually grounded in simulation events and clearly distinguished from editorial opinion.
  • Media correspondents may not disclose classified War Room information they obtain through personal relationships with delegates.
  • The Secretariat reserves the right to retract articles that contain fabricated simulation facts.
Article VII — Conduct & Violations
  • All delegates are expected to maintain a standard of conduct befitting a senior government official at all times.
  • A first violation results in a formal Procedural Warning logged against the delegation.
  • A second violation results in a 24-hour suspension of Directive submission rights.
  • A third violation results in immediate expulsion from the simulation with no refund of application.
  • The Secretariat may issue a direct expulsion for any conduct deemed sufficiently severe, at its sole discretion.
Article VIII — Flashpoint Events
  • The Secretariat will inject a minimum of two Flashpoint Events per simulation day without prior notice.
  • Flashpoints require mandatory Cabinet response within a defined window, typically two to four hours.
  • Failure to respond to a Flashpoint is treated as abstention and will be noted in the final simulation record.
  • Flashpoint responses are not subject to the three-Directive-per-window limit.
  • The Secretariat's Flashpoint design is confidential and may not be requested or appealed.
